Resound Networks proposes to deploy a licensed fixed wireless broadband network in Nowata County to deliver high-speed, scalable internet service to 426 total locations, including 114 underserved residences, 260 unserved residences, and 52 Community Anchor Institutions. The NET(s) span both sparsely populated farming communities and small towns where broadband service has historically fallen below BEAD minimum thresholds, leaving entire regions reliant on legacy DSL, mobile hotspots, or unlicensed wireless platforms with inconsistent performance.\\n\\nResound will deploy this project using a combination of two active towers and five leased tower assets positioned to ensure complete coverage of the NET(s) footprint. These sites have been vetted through GIS analysis, RF propagation studies, and field-level terrain modeling to ensure unobstructed line-of-sight signal paths and efficient spectrum deployment. If gaps in coverage or permitting constraints arise, Resound will activate its standing master agreements with tower providers to construct additional infrastructure quickly without interrupting the deployment timeline.\\n\\nThe Nowata County network will be built using Resound’s licensed fixed wireless platform, currently deployed across hundreds of rural markets under the RDOF program. This platform supports broadband service tiers from BEAD’s baseline of 100/20 Mbps up to full symmetrical gigabit, with advanced features including real-time traffic balancing, spectrum optimization, centralized monitoring, and over-the-air firmware updates. The system’s design is ideal for low-density rural areas, ensuring stable, high-speed service even in fringe propagation zones.\\n\\nProject activities will begin within 90 days of award execution. Engineering design, permitting, and environmental compliance will occur in tandem during the first phase. Construction will follow a phased rollout model with overlapping tower activations and service turn-up for customer locations. Community Anchor Institutions—such as local schools, tribal health facilities, and emergency responders—will be prioritized in the build schedule to ensure early availability of critical services.\\n\\nThis deployment will eliminate all remaining broadband coverage gaps in Nowata County with a robust, flexible network designed for long-term performance, rapid installation, and affordability in one of Oklahoma’s most digitally underserved rural regions.
